July 2026 was a defining month for artificial intelligence — not because of any single breakthrough, but because of the sheer breadth of activity across every inhabited continent. While much of Western media coverage focuses on OpenAI, Anthropic, and Google, the real story of July 2026 is one of decentralisation: China is closing the gap, Europe is building sovereign infrastructure, the Middle East is creating AI compute as a national utility, Africa is nurturing a new generation of AI-native startups, Brazil is making a $4B+ state bet on AI infrastructure, and Russia is finding workarounds to sanctions.

🇨🇳 China & Asia: The Stack Closes

Moonshot AI’s Kimi K3 — 2.8 Trillion Parameters, Open Source

On July 17, Beijing-based Moonshot AI (backed by Alibaba) released Kimi K3, a 2.8-trillion-parameter model that benchmarks comparably to top-tier US systems. It is the largest open-source AI model ever released, with full weights expected on July 27.

Relevance to our themes: This directly connects to our coverage of open-weight models and the democratisation of AI. A 2.8T model that developers can self-host changes the economics of inference for African and other constrained environments.

Z.AI (Zhipu) — 1GW Data Center, Zero Nvidia Silicon

Z.AI (formerly Zhipu) completed a 1-gigawatt AI data centre powered entirely by Chinese-made chips — no Nvidia inside. This is a direct consequence of US export controls, which inadvertently accelerated China’s domestic chip supply chain. The facility will train the GLM-5.2 model, which already rivals Anthropic’s Fable 5 on several benchmarks.

DeepSeek — $52B Valuation, Building Its Own Chip

A rare public filing in July revealed that DeepSeek has reached a valuation of approximately $52 billion (350.88 billion yuan), backed by Tencent and CATL. The company is also developing its own AI chip to reduce dependence on Nvidia — a move that mirrors what we’re seeing across the Chinese AI ecosystem.

Kling AI (Kuaishou) — $2.8B Fundraise

Alibaba and Tencent led a $2.8 billion investment round in Kuaishou’s Kling AI (AI video generation), valuing the unit at $15 billion pre-money. This signals the scale of capital flowing into generative video AI from the Chinese ecosystem.


🇪🇺 Europe: Sovereign Compute Gets Real

Microsoft + Mistral — Multibillion-Dollar Deal

On July 21, Microsoft and Mistral AI announced a multibillion-dollar partnership that will see Microsoft leverage Mistral’s Europe-based GPU infrastructure (thousands of NVIDIA Vera Rubin GPUs) to serve its cloud and AI customers. This is significant because it positions Mistral as a European sovereign AI infrastructure provider, not just a model developer.

Why this matters: For African AI practitioners, the Mistral-Microsoft deal demonstrates a template: you can build sovereign AI infrastructure that serves both local and global customers. The same model could work for African cloud providers.

European AI by the Numbers

Europe now has 22 AI startups valued at over $1B, including Mistral, Aleph Alpha (recently acquired by Cohere), Synthesia, ElevenLabs, and Lovable. The region is shifting from “catching up” to “winning on specific fronts” — sovereign AI, transparency-focused models, and creative tools.


🇦🇪 MENA: Sovereign AI Compute as National Strategy

UAE — e& + Core42 Launch Sovereign AI Compute Platform

On July 20, UAE telecom giant e& (formerly Etisalat) partnered with Core42 (G42’s sovereign cloud arm) to launch Sovereign AI Compute — an on-demand GPU platform where data stays within UAE borders, requires no capital expenditure, and charges zero egress fees.

This is a landmark development: a sovereign AI cloud that serves both government and enterprise customers with in-country GPU infrastructure.

US Upgrades UAE Export Status

Days earlier, the US upgraded the UAE’s export classification, which Core42 CEO Talal Al Kaissi said will strengthen AI technology security. The UAE is positioning itself as a trusted AI intermediary between East and West.

Egypt: Vercel Acquires Stakpak

Vercel (valued at $9.3B) acquired Stakpak, an Egyptian-founded startup that built one of the first open-source autonomous DevOps agents. This was Vercel’s second African acquisition in a month (following Better Auth, created by Ethiopian solo founder Bereket Engida), signalling that global cloud platforms are buying African AI talent.


🇿🇦 Africa: Google Lab, Startup Funding, and Workforce Transformation

Google Africa Applied AI Lab Opens in Accra

Google launched the Google Africa Applied AI Lab in Accra, Ghana, with applications open July 1–August 31, 2026. The lab pairs African founders and researchers with Google AI teams to translate research into market-ready products. A cohort of 15 startups will receive equity-free funding and AI-focused mentorship through the Google for Startups Accelerator (South Africa cohort).

Cue (South Africa) Raises $5M for AI Customer Service Agents

Cue, a South African customer-service AI platform, raised $5 million co-led by Knife Capital and FAM Investments to build autonomous AI agents for customer service. This is part of a growing trend: African startups building AI-native software for global markets while headquartered on the continent.

ALX Enterprise — “Leading in the Age of AI”

ALX convened business leaders in Kigali (July 24) and Nairobi (July 30) for executive sessions on AI readiness. The core message: competitive advantage will belong to companies that can adapt the fastest, not those with the biggest workforces.

The Risk of Falling Behind

A Business Day report (July 25) warned that vendor lock-in and costly licensing mean African companies pay up to 35% more than global peers for the same AI technology — highlighting the urgent need for sovereign AI infrastructure and open-source alternatives.

Lelapa AI — Building African Datasets

Prosus highlighted Lelapa AI as a model for building datasets that reflect Africa’s cultural and linguistic diversity, noting that African datasets remain “largely absent” from global AI training.


🇧🇷 South America: Brazil’s $4B+ AI Bet

AI Summit Brazil (July 22–23)

São Paulo hosted the AI Summit Brazil 2026, the country’s premier AI gathering, backed by ABRIA, SENAI CIMATEC, and others. The event reflected Brazil’s aggressive push to become Latin America’s AI hub.

Brazilian AI Plan (PBIA) — R$23 Billion Through 2028

Brazil’s national AI plan outlines R$23 billion (~$4.2B) in investments through 2028, including:

  • A new supercomputer for AI (among the top 5 most powerful globally)
  • The Orion NB4 biological containment lab (first in Latin America)
  • AI applications in climate modelling, health research, and energy

DP World: Brazilian Businesses Prioritise AI

DP World’s global trade data (July 22) showed that Brazilian businesses are placing AI at the centre of their growth strategies, alongside expanding consumer demand and infrastructure investment.


🇷🇺 Russia: Sanctions, Sovereign Ambition, and the Chinese Chip Lifeline

Yandex vs Sber — The Sovereignty Debate

A fascinating public dispute emerged in July: Yandex and Sber — Russia’s two AI powerhouses — debated whether Russia should build its own foundational AI models or assemble them from Chinese open-source components.

  • Sber (CEO German Gref): Argued for using Chinese models (Qwen-based) to move faster
  • Yandex: Insisted on developing own fundamental models with a full cycle from training to deployment

Sberbank Seeks Chinese Chips for GigaChat

Sberbank CEO German Gref told Russian state media that the bank hopes to use Chinese-made processors (likely Huawei Ascend 950) to power GigaChat, Russia’s flagship AI model. Western sanctions continue to block access to Nvidia GPUs.

The Reality Gap

Despite these efforts, Russian LLMs rank 12th (Sber) and 17th (Yandex) on the Chatbot Arena leaderboard. A Radio Free Europe analysis (July 12) concluded that Russia is falling behind — the modern AI stack requires global supply chains, advanced chips, and deep talent pools that sanctions have cut off.


🇺🇸 Western AI: Pricing Wars and Government Oversight

Grok 4.5 — SpaceXAI’s Pricing Shock

SpaceXAI released Grok 4.5 on July 8, priced at $2 per million input tokens / $6 per million output tokens — roughly 60-75% cheaper than comparable models. Cursor integrated it immediately (doubled usage limits for all plans). Grok 4.6 and 4.7 are already on a 2-4 week release cadence.

OpenAI GPT-5.6 — Government-Mandated Limited Rollout

OpenAI released GPT-5.6 (Sol, Terra, and Luna variants) on July 8, but only to a “small group of trusted partners” after the US government requested a delay for national security review. The model is finally rolling out more broadly by late July.

Google: A24 Partnership + Gemini Omni Flash

  • Google announced a $75 million partnership with A24 to bring AI into filmmaking workflows
  • Gemini Omni Flash launched, adding conversational video editing and dynamic style transfers to Google’s enterprise offerings
  • WPP added Gemini Omni Flash to its WPP Open platform

Anthropic: Claude Sonnet 5

Anthropic launched Claude Sonnet 5 in early July, continuing its cadence of frontier models. Claude Sonnet 5 benchmarks at Opus-4.7-class performance at Sonnet-level pricing.
