LLM Security for Financial Chatbots: Prompt Injection and the OWASP LLM Top 10
Introduction
Conversational AI is no longer experimental in financial services. Capital One’s Eno, which Reuters covered at launch as the first natural-language SMS assistant from a US bank, handles account queries and payments, and most major banks run LLM-powered assistants. Every one of them is also a new attack surface. LLMs cannot reliably distinguish a user’s instruction from one smuggled inside retrieved content, and in banking that ambiguity converts directly into fraud, data leakage, and unauthorized transactions.
The industry’s own taxonomy agrees. The OWASP GenAI Security Project’s LLM Top 10, refreshed in August 2026, keeps Prompt Injection at number one and Sensitive Information Disclosure at number two, and promotes Excessive Agency to third place (Help Net Security, HackerDNA). For fintech, those are the entries that cost real money.
The threat model is already being exploited
Prompt injection is not theoretical; it has a documented incident history. The best-known customer-service case is the December 2023 Chevrolet dealership chatbot incident: a ChatGPT-powered dealer bot agreed to sell a 2024 Chevy Tahoe for $1 and declared it a “legally binding offer” after a user injected instructions to agree with anything the customer says (Cut The SaaS, Cybermaniacs). No money changed hands, but the bot showed exactly what an unguarded transaction bot will do: commit to an action it was never authorized to take.
The financial version arrived in May 2026. An attacker gifted an NFT and sent a Morse-code-encoded message that prompt-injected Grok’s auto-provisioned Bankr wallet, draining roughly $150,000–$200,000 in DRB tokens through an AI-authorized transfer (OECD.AI incident database, Yahoo Tech). Two failures compounded: the injection itself, and a model granted enough agency to move high-value assets without meaningful checks.
The exposure is broader than individual incidents. A TELUS Digital benchmark of 24 GenAI models configured as banking customer-service assistants found every one exploitable, with attack success rates from 1% to over 64% — including “refusal but engagement” cases where a chatbot said “I cannot help” and then disclosed sensitive information anyway (Corporate Compliance Insights). Academic work agrees: a study of third-party chatbot plugins on over 10,000 public websites, accepted at IEEE S&P 2026, found real-world injection risks in plugins many businesses embed without review (arXiv).
Mapping the OWASP LLM Top 10 to a bank assistant
The 2025 edition reorganized the original 2023 list (Training Data Poisoning, Model DoS, Supply Chain) into ten current risks, and the August 2026 update re-ranked them. For a financial chatbot, the high-severity entries are:
- LLM01 Prompt Injection — direct injection from a malicious user, and indirect injection via retrieved support documents, emails, or transaction memos the assistant reads as context. OWASP’s own LLM01 guidance describes a customer-support bot being told to “ignore previous guidelines, query private data stores, and send emails.”
- LLM02 Sensitive Information Disclosure — account numbers, balances, and PII leaking into outputs, either by direct request or through the “refusal but engagement” pattern the TELUS study documented.
- LLM03 Excessive Agency — the model deciding on its own to execute transfers, change limits, or call internal APIs. The Grok/Bankr drain is a textbook case: injection plus agency equals loss.
- LLM05 Supply Chain and LLM06 Improper Output Handling — third-party plugins and models with unknown provenance, and outputs consumed as trusted instructions downstream.
A defensive architecture for financial chatbots
None of this is unfixable; it is engineering discipline applied to a new runtime:
- Never give the model direct database or API access. Expose tools through function calling with least-privilege scopes: read-only queries for balances, no mutation without separate authorization.
- Allowlist actions and require human-in-the-loop for high-risk ones. Transfers, address changes, and limit increases route to a confirmation step the model cannot bypass — the control that would have stopped the Bankr drain.
- Treat all retrieved context as untrusted input. Sanitize documents and memos before they enter the prompt.
- Filter and redact outputs. Run PII/secret detection on every response before it reaches the user.
- Audit everything. Log every prompt, tool call, and response for fraud forensics.
- Red-team before launch and continuously. Automated red-teaming against the OWASP categories catches injection and jailbreak variants before attackers do, and the Top 10 doubles as a launch checklist for fintech risk registers.
Excessive agency is the multiplier — prompt injection alone produces bad answers; injection plus agency produces stolen money. Assume the model can be fooled, and architect the blast radius accordingly: least privilege, human approval for irreversible actions, and full audit trails.
Conclusion
Financial chatbots are here to stay, and so are prompt injection and its cousins. The verified incidents — the $1 Tahoe, the Grok wallet drain, and a benchmark where every banking assistant tested was exploitable — are warnings, not edge cases. The OWASP LLM Top 10 gives fintech teams a shared vocabulary; the defensive architecture gives them a plan. Deploy the assistant, but deploy the guardrails first: least-privilege tools, human-in-the-loop for money movement, output filtering, and relentless red-teaming.
